With reference to my despatches noted in the
margin, which need no longer be treated as secret, on the subject of the formation of a Special Police Reserve, I have the honour to forward herewith a copy of a report by the Captain Superintendent of Police which has been drawn up at the request of the Chief Secretary of the Federated Malay States.
The Deputy Superintendent of Police referred to
in paragraph 2 of the report is Mr. F. C. Jenkin, a Barrister-at- law, who has had previous experience as a volunteer in England. The marked success which has attended the formation of the Corps is in great measure due to the close personal attention given by this officer to every detail of the organisation and to the exceptional tact and firmness with which he has carried out his
duties.
